When set on NMEA In/Out My Oregon 700 will connect as a USB mass storage device. There is no Garmin device created in Windows Device Management (like it does on mode "Garmin Spanner"), and no (virtual) COM ports are created. So there is no way to exchange data other than via plain file transfer.
Which device did you use, and which program?

Maybe we don't understand each other, turn on the device in "normal" mode (Garmin Spanner)
and change the interface to Nmea In/OUT.
The device should be started in navigation mode to send navigation data.

The Oregon has six modes:
  • Garmin Spanner
  • Garmin Serial
  • NMEA In/Out
  • Text Out
  • RTCM
  • MTP
When I write "NMEA In/Out", I'm referring to the third mode.
"Garmin Spanner" does have NMEA related options, but in this mode no NMEA is sent! Communication with the PC is done using the Garmin protocol, nothing else. Your program supports the Garmin protocol, so it can translate the PVT data from the Garmin protocol to NMEA.
