Selecting a single update installs all updates (7.15.2.0)

Hi.
in garmin express (windows) 7.15.2.0 it shows 2 updates for a device.
One firmware update which i don't want to take, and one time zone update which is ok to install.
When selecting to show the details it shows one option to install all updates, and then individual install buttons per update.
one would think that if the individual install button is pressed, only that update is done, but instead all updates are done.
Seems like a bug to me.
