Are you checking the actual map list to make certain ALL City Navigator Maps are disabled when testing TOPO? DO NOT trust the Map Layer Menu.

Yes. Auto mode is disabled. Both my test where only CN or TA enabled. Never both or any other maps.

The Use Map feature is identifying that there is an address associated to the left or right of the selected map point so it "snaps", or moves, the point to there instead of exactly where the red push pin is.

This is considered normal behavior with maps that are using address data (such as City Navigator or TopoActive) as it finds the nearest known address and some of these address points within the map are slightly off of the road itself.

We can understand that this may cause issues when trying to plan and navigate a route. However, that is how this feature with this map is designed to work.

We're always looking to improve our products so we've passed along your feedback/concerns about this feature not working as desired to our Engineering team for further review on a future implementation.
Based on the answer, I doubt, that there will be a change, as 'it works as designed".
