TopoActive Europe 2021.10 not usable with Montana 750i

It seems, that Garmin broke the whole update. Garmin Express offers the TopoActive Europe 2021.10 update, which cannot be installed on internal storage, as there is not enough space, if you already have City Navigator 2021.20 installed.
Garmin Express fails upon install after a few seconds. According to Garmin Express logs, it notice, that there is not enough free space. But why does it not offer to install on sd card? Tried multiple sd cards.
But: The new map management in Garmin Express seems be broken, as, if you choose to install TopoActive Europe 2021.10 sd card, it will always install on internal storage and abort after some time, as all free space has been used and is not enough.
If I remove City Navigator, install TopoActive Europe and move it manually with Windows Explorer to SD card, it will work fine. But: BaseCamp then will stop working, as it will report, that there has been a communication failure with the Montana. This is all related to the manually copied TopoActive Europe map, despite working fine on Montana itself.
