CPE just helps with 'quicker' first fix performance. The GPSr will load the same data from the satellites in view, just slower, so you do not have to have the CPE file for your device to work. It just improves how quickly the GPSr can get its first fix after power-up.
It is true in normal conditions.
But when conditions are particularly bad (eg. inside building) GPSr will be unable to download data from the sky. Sometimes signal from satellite is good enough for GPSr to use it, but to poor to acquired all necessary data directly from it.
In this situation when GPSr has pre-acquired data (like EPO/CPE or cached data), it can still use it.
I have tested this inside building (beside the window), when after several hours my GPSr started losing satellites.
However when I provided fresh EPO/CPE data to it, the number of satellites available increased noticeably and immediately.
