I was in Norway on vacation when the update appeared. But I live in the Netherlands and so far I have got earlier updates pretty fast.

In France, updated yesterday by WiFi directly on the 67.

I reside in the eastern United States. I think by now, everyone has access to GPSMAP 67 firmware 5.90. I think what is different about this update is how it is installed. You need to run Garmin Express. Then turn off the 67. Wait a few moments and turn on the 67. You should get a prompt asking whether you wish to install the update. Select "Yes" and press enter. The 67 will then install the 5.90 update.

Still nothing for me in the UK on Connect or Express still on 5.30

This has always been the case in 66sr and 67. This is not new.

In Poland, the update is also not available yet.

In absence of a published change log I asked Garmin US support via chat for the changes:

5.90 Change Log

• Fixed issues with RINEX data logging
• Fixed possible issues with line widths on the map
• Fixed possible issues with spell search in Outdoor Maps+

On the 67 group on Facebook a user as reported the new 5.90 update is faster to 6 feet accuracy on turn on than on 5.30 can anyone with 5.90 confirm this?

Based on change log and the fact that the GPS software version has not changed I highly doubt this is an effect of the update. Also there are many outside factors influencing the time it takes to get 6 feet accuracy so I do not think you can draw any meaningful conclusions without very extensive and controlled testing.

Just had the update come thru must have downloaded via explore as I turned the unit on and it said software update do I want to install and the device is now doing it's thing.
