Just tested this a few more times for something to do.

It makes no difference if there's tracks on the device or not, and any tracks are shown on map or not.
It also makes no difference what maps are loaded on the device, what maps are active, even with no maps active, and with all maps removed.

Changing one single bit (doesn't matter which bit) in the waypoint file while it's on the device and saving it causes it's first startup to be slow.
As does deleting the file and adding the same file but with a single bit different saved on the computer first.

I removed the file from the device and created a folder named \Garmin\Test on the purchased MicroSD card, placed the waypoint gpx file in it.
1st startup time after doing that = 4 minutes 47 seconds.
And it doesn't find the waypoints, none shown on the map and "No results found" when going into the waypoint manager.
Deleted the waypoint gpx file, renamed the \Garmin\Test folder on the MicroSD card to \Garmin\GPX, placed the waypoint gpx file inside that, first startup time 5 minutes 1 second, waypoints now shown.
2nd startup time, 17 seconds.

It seems the only thing that makes my 700 slow to startup is when it's first started after adding a new or updated waypoint file.
After that initial startup, startup speed from then on is fast.
