When i connected today 2020-06-03 with the Garmin Express, i said there is this update, and i took it.
But i cannot see any release notes for it, nor on garmin.com, nor via the Garmin Express.

Does your GPSMAP 66 'Setup > About' page show 4.20?

Observing the same behaviour with software 4.70.
When no satellites are found logging occurs every second even if loggings settings are set to less frequent.
